Health union calls for removal of overtime allowance cap

The union noted that the government amended the state pay framework standards on 20 March 2024 following prior concerns raised by the MHPU.

The Maldives Health Professionals Union (MHPU) has called on the government to lift the existing cap on overtime payments to health workers under the state pay framework.

In a statement issued on Saturday, the union reiterated its concern over the continued non-payment of overtime allowances to employees of the Health Ministry and hospitals under the Male Health Group.

The MHPU outlined a series of demands in its statement, including:

  • Payment of overtime and holiday allowances as mandated by the Employment Act for work conducted on official and government holidays

  • An end to what the union described as forced labour of health workers

  • Removal of the current 10% cap on overtime pay in the state pay framework

  • Full payment of overtime for all hours worked beyond official working hours

  • Back payment for work done without overtime compensation from 1 May 2023

The union noted that the government amended the state pay framework standards on 20 March 2024 following prior concerns raised by the MHPU. However, the union said that the current interpretation of the amendment by relevant authorities fails to address the core issue — unequal pay for work performed beyond regular hours.

The statement further alleged that:

  • Health authorities are not adhering to the standards outlined in the state pay framework regarding overtime work and payment

  • Employees should not be required to work more than 10% beyond their basic salary's equivalent in overtime without corresponding payment

  • Any work beyond that limit without consent constitutes unpaid labour, even under the pretext of health emergencies

The union said the government must prioritise ensuring timely wages and occupational protection for health sector employees.
