
New Hulhumalé masterplan outlines infrastructure consolidation, port expansion
The revised plan is part of a broader effort to ensure that Hulhumalé continues to support economic, residential, and transport needs across the Malé region.
A revised masterplan for Hulhumalé has been launched, with a focus on resolving issues identified in the previous plan and implementing long-term infrastructure and urban development goals.
The plan introduces significant changes, including the consolidation of Phases 2 and 3 of Hulhumalé. The earlier approach, which involved dredging the western side of Hulhumalé separately and connecting it to Phases 1 and 2 via a causeway, has been replaced. According to Hulhumalé Development Corporation (HDC), the earlier plan posed challenges to public service delivery and transport efficiency.
The new plan proposes the alignment of Phase 3 with Phase 2, extending up to the channel between Phases 1 and 2. This consolidation aims to streamline land use and services across the phases.
Expansion of Hulhumalé Port
One of the key elements of the new masterplan is the expansion of the Hulhumalé port. The dredging activities associated with Phase 3 have reportedly reduced the available port area, affecting vessel movement.
HDC plans to increase the port’s size from 36 hectares to 53 hectares. The expanded port will be developed on the west side of Phase 1 and the south side of Phase 3. Planned facilities include:

A new terminal for travel between Ras Malé and other regions

A speedboat marina with capacity for 316 vessels

A safari marina accommodating 75 safari vessels

A T-jetty and distribution centre for cargo handling

Warehouses and workshops

A waste collection area
HDC has stated that the expansion will not affect any land already allocated through the landowner scheme.
Development of a Financial Centre
The new masterplan includes the establishment of an international financial centre, located on the dredged Urban Isle north of Phase 2. This development is part of the government’s goal to position Hulhumalé as the financial centre of the Greater Malé Region.
Additional Facilities and Areas
Several other areas and facilities are included in the masterplan:

Plaza area: Located at the western end of Phase 3, this space will feature a boardwalk, fishing platforms, and commercial lots

Islamic Centre: A 321,000 square foot area including offices and educational buildings

Exhibition space: 300,000 square feet designated for expos, surrounded by commercial and entertainment zones

Farkorufushi relocation: To Central Park in Phase 2, including sports fields, event areas, a botanical garden, wetland, amphitheatre, zoo, and other public amenities

Iconic Tower: A planned 100-metre tower intended to serve as a symbol of Hulhumalé

Culture and Heritage Centre: Planned to be twice the size of Dharubaaruge
