Full salary harmonisation impact to appear next month: Ministry

Revised salaries for civil servants and other state employees came into force on 1 November.

The Finance Ministry said on Monday that the full effect of the salary harmonisation introduced in November will be reflected in next month’s pay.

Revised salaries for civil servants and other state employees came into force on 1 November. According to the ministry, the harmonised pay and salary increments will be issued at the end of December, in line with existing calculation rules.

Allowances are calculated from the 16th of the previous month to the 15th of the current month. Under this system:

  • November salaries include allowances calculated from 16–31 October

  • Allowances from 1–15 November are calculated separately under the revised framework

The ministry said November salaries will therefore consist of partial allowances under the new pay structure.

Employees whose salaries decrease as a result of transitioning to the new framework will receive a migration allowance, in accordance with the criteria set by the Pay Commission.

The ministry stated that the revised framework aims to replace the long-standing practice of paying significant overtime allowances across state agencies, and to promote more efficient use of working hours. It also aims to support work-life balance and increase take-home income.

The allowance calculation rule—based on the period from the 16th of one month to the 15th of the next—was first introduced in 2010 under the Civil Service Rules.
