Task force to probe foreign-run businesses in prohibited sectors

The Economic Ministry on Thursday asked the public to report businesses operated by foreigners in sectors banned in Maldives.

Economic Minister Mohamed Saeed said on Saturday that the ministry has received 29 reports of expatriate workers operating illegal businesses in Maldives since the ministry called for public reports on Thursday. He said a special task force will begin working on the cases on Saturday afternoon.

The Economic Ministry on Thursday asked the public to report businesses operated by foreigners in sectors banned in Maldives.

Saeed said on X that 29 reports had been received within 41 hours of the announcement. He said President Mohamed Muizzu has formed a task force to address the issue, and that inspections and legal action will begin once reports are filed.

According to the ministry, foreigners are operating illegal businesses in two ways:

  • Businesses run by foreigners under the guise of Maldivians

  • Foreign-operated businesses in sectors restricted under the Foreign Investment Act

The public is encouraged to report such cases through the following channels:

  • The Ministry’s website, if foreigners are observed operating in prohibited sectors in Maldives

  • The Ministry’s hotline 3333199, open from 8am to 8pm

  • Immigration Watch

Under the Foreign Investment Act, the following sectors are reserved for Maldivians only and are closed to foreign participation:

  • Building services and landscaping

  • Support activities for offices and businesses

  • Building construction for projects under USD 15 million

  • Resort development for projects under USD 10 million

  • Tuition and Quran classes

  • Clinics other than physiotherapy

  • Cargo, logistics and postal services

  • Souvenirs and handicrafts

  • Banking services

  • Media operations

  • Advertising and event management

  • Legal services

  • Market research

  • Electronic repair works

  • Retail trade

  • Wholesale of construction materials
