Private developers' 2,000 flats progressing at slow pace

While the government has said that people will be able to access some flats in 2023, the pace of most projects is slow.

While the government has handed over the development of 2,000 flats in the Male area to private developers to complete at their own expense, the pace of work in all but a few of them is going on slow.

Buyers have always complained about the slow pace of many housing projects being undertaken in Hulhumale by private developers. The problem of non-completion on time and flat owners waiting to enter their apartments is a common issue even after several years of crossing the deadline stipulated in the agreement.

The government on Tuesday held a media viewing for the flats being built in Hulhumale as part of the housing projects in the Male area. According to the housing ministry:

  • Flats being developed by private developers include high-end, mid-level and social housing apartments

  • Some of these flats will be completed and handed over to owners early next year

Apollo, Hulhumale, Phase II

  • A total of 1,042 housing units will be constructed in nine buildings

  • There are four categories of apartments: upper-class, middle-class, social housing and the lowest-cost council housing apartments

  • So far, none of the nine buildings have been completed; only 42% has been completed in one building, while a second is at 21%

  • No work on the remaining six buildings has even started

  • According to the government, Apollo is carrying out the work in phases; work on the remaining buildings will begin only after the existing ones are completed

  • Apollo started work on the project in the middle of last year; at that time it was estimated that the entire project would be completed by 2024

RCC - Blue Haven, Hulhumale Phase I

  • This tower is being constructed with 116 mixed residential units

  • Two-bedroom and three-bedroom apartments

  • There will be luxury apartments and a terrace swimming pool 

  • So far, 28% of the construction work has been completed

  • The project was signed in May 2021

SASe Glut - The Creek View, Hulhumale Phase I

  • This tower will comprise 114 mixed residential units

  • There will be two-room, three-bedroom and four-bedroom apartments

  • 60% of these apartments will be sold at controlled prices, at MVR 2,185 per sqft; the remaining 40% will be sold at market prices

  • On the ground floor of the building will be a pool and a children's play area

  • Only 13% of the work has been completed so far

  • The project was signed in July 2021

SJ – SJ Creek Residence, Hulhumale Phase I

  • A 14-storey building 

  • Includes two-room, three-room and four-room luxury apartments

  • The size of the smallest apartments is 1,064 sqft

  • The project was signed in May 2021; the work began in June

  • So far, only 10% of the work has been completed; it is expected to be completed by December 2024

Fedo - Apartments, Hulhumale Phase I

  • 12,290 sq ft of land was allotted for construction of 53 apartments in November 2021

  • The building will have mixed-use residential units for people from different walks of life

  • The 10-storey building is expected to be completed by the first half of 2025, but no work has been done so far

Sandal Mauritius - One Central Park, Hulhumale Phase I

  • Sandal Mauritius is working on 'One Central Park' by subcontracting the local RCC company for MVR 203 million

  • The building will have 120 flats; these units will be allotted through rent control

  • Each apartment will have three rooms and three attached toilets; the building will have security, a gym and a children's play area

  • The cost of an apartment is MVR 2.2 million; payments can be made in installations 

  • RCC had earlier said that it would be accessible to people this year, but so far only 65% of the project has been completed

  • Even if the project was signed in 2019, the work started in April 2021

Sandal Mauritius - Solitaire, Hulhumale Phase I

  • 3 +1 room apartments will come up in a 10-storey building to be constructed north of Hulhumale' Central Park

  • These luxury apartments cannot be acquired by installation; they cost anywhere between MVR 3.5 million and MVR 9.7 million

  • The building will have a gym, pool, play area, clubhouse, open deck, and a parking area

  • Even if signed in 2019, the implementation began in 2021 

  • It was earlier estimated that people would be able to live there by 2023

  • Only 15% of the work has been completed so far

Tata LuxaOne - ODEON, Male

  • 'LuxaOne ', which is being developed on 10,000 square feet of land that once housed the Odeon cinema, is a nine-storey building with 3 +1 room apartments

  • With a total of 54 luxury apartments; the cost of the apartments starts at MVR 2.03 million

  • So far, only 19% of the work has been completed

  • Another 72 luxury apartments to be developed on 21,000 sqft land

  • So far, only 20% of the work has been completed

  • In January last year, the two plots and islands were allotted to Tata as previously agreed to resolve out-of-court issues in the 2010 deal to build 555 housing units with Tata

Rainbow Mega - Raincoral Residence, Hulhumale Phase I

  • Under a joint venture between Rainbow Construction and Mega Developers, two 13-storey buildings will be constructed; a total of 168 apartments

  • While 60% of the work in one building has been completed, 42% of the other building has been completed

  • Signed in 2020 and started in mid-2021, the project is expected to be completed by 2023.

While the government has said that people will be able to access some flats in 2023, the pace of most projects is slow. Of all these, 50% has been completed so far in one building in 'One Central Park' and Raincoral.

As far as the work is concerned, it is likely that only Raincoral will be able to complete the work within the stipulated time and hand over the flats to the people.
