HDC cancels Thilafushi land allocation over plan changes
All applications and offers submitted under the previous announcements have been cancelled.
Housing Development Corporation (HDC) has cancelled its previous announcements regarding the allocation of land for industrial use in K. Thilafushi, citing changes to the island’s land use plan.
The initial announcement, made in March 2023, was part of HDC’s broader Thilafushi master plan. At the time, the plan included:

64 plots ranging from 2,500 to 4,999 square feet

42 plots ranging from 5,000 to 9,999 square feet

2 plots ranging from 10,000 to 14,999 square feet
The initial policy allowed foreign ownership of land, which led to public criticism. The announcement was later withdrawn and reissued on 3 July 2024 with revised terms limiting eligibility to Maldivians only.
On 14 July 2024, HDC announced that additional opportunities would be provided to acquire land as more space became available.
However, in a statement issued Wednesday, HDC confirmed that it is reviewing the land use plan for Thilafushi as part of amendments made to the master plan. As a result, all applications and offers submitted under the previous announcements have been cancelled.
“Therefore, the proposals submitted to the Corporation and the offers submitted by the Corporation have been cancelled,” the statement read.
