The Ministry of Housing, Land and Urban Development has invited bids for consultancy services to prepare the master plan for the Ras Malé development project.

According to an announcement issued on Tuesday, interested parties have until 10:00 a.m. on 13 August to submit proposals for the consultancy.

The Ras Malé project is being developed on reclaimed land at Fushidhiggaru Falhu.

The ministry said there will be no pre-bid meeting for the project. Parties seeking clarification may submit queries by email before 12:00 p.m. on 5 August.

The announcement also states that the criteria for evaluating proposals will be set out in the project's Terms of Reference (TOR).

Under the TOR, the selected consultant will be responsible for carrying out baseline studies, preparing the urban development framework and developing land-use plans in consultation with relevant stakeholders.

The ministry said the master plan should provide economically viable and environmentally sustainable solutions.

According to the TOR, the plan must:

  • Develop an efficient land-use strategy.

  • Include proposals for transport, resource management and urban development.

  • Incorporate strategies aimed at achieving carbon neutrality and supporting long-term sustainable development.

  • Minimise the impact of development on the environment, surrounding ecosystems and marine life.

Land reclamation at Fushidhiggaru Falhu began on 18 December 2023 as part of the government's housing programme for the Greater Malé region.

Following the launch of the project, President Dr Mohamed Muizzu said Ras Malé would be reclaimed to two metres above mean sea level around its perimeter and three metres in its central area. He also said the development is intended to become a carbon-neutral city.

The President has also announced plans to connect Ras Malé and Malé through an underwater tunnel.
