Maldives proposes post-vape ban fines

A bill has been drafted to amend the law and impose fines on individuals who import, sell, or distribute vaping devices in the Maldives.

This follows President Mohamed Muizzu’s announcement on Monday that the import of vaping equipment and its components will be banned starting November 15.

Attorney General Ahmed Usham confirmed that he would propose an amendment to the law this week.

The draft bill, which aims to amend the Tobacco Control Act, has been prepared by the Attorney General’s Office and obtained by Atoll Times. It outlines penalties for those involved in the sale and distribution of vaping products, including users, distributors, and those who provide such items to minors.

The draft bill includes the following fines:

  • Users of vaping devices may be fined MVR 5,000.

  • Individuals who sell or distribute vaping products, including giving them away for free, may face a fine of MVR 20,000 for each item.

  • Those who sell or provide vaping devices or their components to minors may face a fine of MVR 50,000.

It is understood that the Attorney General’s Office was in discussions with other ministries on the draft bill last week. The proposed fines and other provisions may change when the bill is formally submitted to parliament.

Usham also indicated plans to propose amendments to the Export-Import Act alongside changes to the Tobacco Control Act. These legislative proposals are expected to be submitted to Parliament this week.

President Muizzu’s announcement included a timeline for the broader restrictions:

  • The ban on importing vaping devices and their parts will take effect on November 15.

  • From December 15, the use, possession, manufacture, sale, advertising, and free distribution of vaping devices will be prohibited across the country.
