The Finance Committee of the Parliament on Wednesday passed a motion directing the Prosecutor General to launch a criminal investigation into former President Ibrahim Mohamed Solih and two high-ranking officials of his administration.

The investigation relates to compensation payments made during the previous government, alleged to have violated constitutional duties and state financial regulations.

The Finance Committee has also sought comprehensive details of the compensation settlements signed between 2019 and 2023, which they claim were invalid in origin. The committee’s resolutions were unanimously supported by the six members present during the session.

The motion targets:

  • 1-

    Former President Ibrahim Mohamed Solih

  • 2-

Former Minister of the President's Office Ali Shiyam

  • 3-

    Former Economic Minister Fayyaz Ismail

They are accused of directly or indirectly facilitating the misuse of state funds and assets by authorizing compensation payments to undeserving individuals. The Finance Committee also alleges that these actions undermined the financial benefit of the state and breached the duties entrusted to senior officials.

At today’s session, the committee approved:

  • 1-

The settlements signed between 2019 and 2023 were declared invalid. Authorities, including the Attorney General, are tasked with reclaiming state property or funds lost as part of those agreements.

  • 2-

A thorough investigation to determine whether compensation was paid in violation of the Finance Act or related regulations.

The move has sparked debate within the Parliament. MDP MP Ahmed Shamheed criticized the decision, arguing that the investigations serve political motives rather than legal principles. On the other hand, PNC members defended the resolution, emphasizing the government’s commitment to fighting corruption and ensuring accountability for mismanagement of public funds.

Since taking office, President Mohamed Muizzu has dissolved several committees and initiated reforms targeting alleged corruption during the previous administration.
