Senior officers accuse Shifan of misconduct, corruption

The letter, submitted on behalf of 11 senior officers as whistle-blowers, was received by the parliamentary mail service on Saturday.

A group of senior police officers has sent a letter to Parliament alleging that Assistant Commissioner of Police Ahmed Shifan engaged in sexual misconduct, corruption, and abuse of authority.

The letter, submitted on behalf of 11 senior officers as whistle-blowers, was received by the parliamentary mail service on Saturday. A copy of the letter has been reviewed by Atoll Times.

The letter requests that Parliament investigate the alleged actions of Assistant Commissioner Shifan and suspended Deputy Commissioner Farhad Fikry. It includes a detailed report outlining the allegations against both officers.

“We note that the undue influence and illegal actions of these two men have caused a loss of confidence within the senior leadership of the institution,” the letter states.

Copies of the correspondence were sent to the Chair of Parliament’s 241 Committee, the President’s Office, the Minister of Homeland Security and Technology, and several media outlets and independent bodies.

The nine-page report alleges that Shifan violated the police code of conduct during his 16 years of service. The alleged offences include sexual misconduct and misuse of authority for personal benefit.

According to the report, complaints against Shifan were submitted to the Police Professional Standards Command (PSC) but were not acted upon.

Among the cases cited are:

  • Allegations of sexual harassment and assault of a female officer while serving as Commander of the South Police Division in 2014.

  • An alleged extramarital relationship during an official trip to Malaysia in 2018, with unauthorised use of MVR 61,990 from the police budget.

  • Allegations of sexual assault against two female staff members at the Commissioner’s Office in July 2018.

  • The alleged assault of an 18-year-old administrative support officer last year.

The report also accuses Shifan of attempting to frame other senior officers in a 2023 investigation into the illegal importation of cigarettes. It claims he pressured a lawyer to falsely implicate a deputy commissioner and an assistant commissioner.

It further alleges that the then Commissioner of Police instructed the PSC not to proceed with the case due to Shifan’s political connections. The report names former Commissioner Ali Shujau, who resigned in April, as being in office during that time.

Additional claims include the acceptance of bribes from police officers seeking departmental transfers, and false statements given to the media.

The report concludes that the lack of disciplinary action stems from Shifan’s alleged political ties, which he has used to exert influence and project authority over other officers.

Neither Shifan nor the Maldives Police Service has commented on the allegations.
