HDC hired 131 employees ahead of 2018 polls: Audit

It was also found during the audit that such documents were prepared only after the board meeting.

A special audit report prepared by the Audit Office on HDC has revealed that the company suddenly hired 131 employees without making public announcements during the 2018 presidential elections.

The report says that the company employed 131 people in August 2018 without any announcements, violating the common regulations. Here's what it said:

  • Although the regulations mention that background checks and curriculum vitae should be documented before hiring employees, there were 131 employees hired by HDC did not conduct these checks

  • As many as 81 applicants did not submit their application forms and curriculum vitae, 131 did not submit their police reports and 116 did not submit their educational certificates. Employees have not filed documents even after they were hired

  • It was also pointed out that the interview process was not being conducted in a proper manner, by framing rules for awarding marks. 

  • The audit report further said that the employees were hired in violation of the approval of the company's board.

The audit report further noted that HDC was given  approval at the company's board meeting held on August 12, 2018, to hire more employees. The audit, however, found that it was not clear from any document that the board had approved it on the request of any department or section of the company. It was also found during the audit that such documents were prepared only after the board meeting, the report said.

The report also said that the management had acted in violation of the board's approval in hiring staff. According to the audit report, the board had approved the recruitment of 150 employees for the cleaning and greening sections of HDC, but contrary to the board's approval, 41 people were recruited for the two sections and 90 for other posts. 

Here are some of the ways in which the audit report recommended to rectify this:

  • Fix a number of employees required for the company's work

  • Hiring the fixed number of employees for the company's work

  • Announcement of employment in such a way that there is equal opportunity for all, with public announcements

  • Conduct rigorous interview process while selecting staff

  • Efficient handling of employees' information
