Judicial Commission (JSC) President Hisaan Hussain has said that the reduction in the number of judges being investigated for judicial misconduct is proof that there has been a positive change in the conduct of judges.

JSC released its annual report for 2022 on Sunday.

As per the report:

  • Last year, the commission received 392 complaints

  • Out of these, only 15 cases were decided to be investigated

  • At the end of 2021, the commission had 55 cases

  • A total of 46 cases have been taken up including 15 cases that were decided to be investigated last year

The decrease in the percentage of cases to be investigated is evidence of a positive change in the judges' conduct.

In the section containing the JSC president's words in the annual report, Hisaan wrote that even in cases where the commission decides that it is not under investigation, if the matter can be resolved through the judicial system, it will be resolved.

Hisaan said:

  • If not within the judicial system, the commission has tried to resolve similar issues to the widest possible extent

  • These issues have been brought to notice and 45 letters have been sent to the concerned authorities to resolve the issues

  • Last year, a software was set up to handle complaints and investigations by the commission

"The decrease in the percentage of cases to be investigated is evidence of a positive change in the judges' conduct," Hisaan said in her statement.
