Local govt ministry: Decentralisation, CAM, postal services

The new government has created a new ministry called the Ministry of Cities, Local Government and Public Works. The mandate of the ministry includes implementing decentralisation policy, running the Communications Authority of Maldives (CAM) and managing the postal sector.

With the swearing-in of President Dr Mohamed Muizzu last Friday, 22 ministers in his cabinet were sworn in.

President Muizzu's government has created four new ministries and divided some of the mandates of the previous ministries among the various ministries.

According to the mandates of the ministries, published by the Office of the President, the Ministry of Local Government has been entrusted with the implementation of the Decentralisation of Administrative Areas Act and the formulation of decentralisation policy. They include:

  • The policy of development of administrative areas and decentralisation of administrative areas of Maldives

  • Determination of policies for the provision of public works services in administrative areas

  • Work with national agencies and local councils to align development projects in administrative areas with national development goals

  • Planning and implementation of development projects with a budget of more than MVR 5 million in an island or province and monitoring and evaluation of the implementation of such projects

  • Planning and implementation of development projects with a budget of more than MVR 15 million in an administrative area given the status of a city

  • To provide the necessary assistance and cooperation to the Local Government Authority (LGA) in carrying out its responsibilities and in carrying out the functions of the Local Councils

In the previous government, the LGA was handled by the Home Ministry.

The previous government operated the CAM under the then Ministry of Environment, Climate Change and Technology. In this government, the authority has been entrusted to the ministry of local government.

  • Formulate and implement the country's communication technology policy

  • Determine and implement policies for building infrastructure in the field of communication

  • Formulate and implement the communication sector master plan to achieve the development objectives set out in the National Development Plan

  • To provide advice and assistance to the industry in matters directly related to the telecommunications sector

With regard to the management of the postal sector, some of the responsibilities entrusted to the Ministry are:

  • Registration of postal service providers in Maldives

  • Monitor the quality of service provided by postal service providers

  • To provide advice and consultation on the setting of international standards for the regulation of the postal sector and to represent Maldives in international postal forums

Adam Shareef is in charge of running this ministry. He represented Maduvvari constituency in the ongoing 19th parliament.
