
GDh. Kadevaareha separated from Hoadhedhdhoo for tourism
President Muizzu stated that necessary steps will be taken to allocate Kadevaareha specifically for tourism purposes.
GDh. Kadevaareha has been officially separated from the jurisdiction of GDh. Hoadhedhdhoo to facilitate integrated tourism development, following a presidential decree issued under the Decentralisation Act.
President Mohamed Muizzu stated that necessary steps will be taken to allocate Kadevaareha specifically for tourism purposes.
The decision was made through a presidential decree issued under the president’s authority to define the jurisdiction of island and city councils within administrative divisions, as granted by the Decentralisation Act.
Prior to the decree, the Hoadhedhdhoo Council had invited expressions of interest from both local and international parties for the development and operation of a tourist resort on Kadevaareha.
In 2023, the council released a concept paper for the island’s development. The proposed project included:

Construction of 100 tourist villas

Estimated annual revenue of USD 38 million at 70 percent occupancy, based on room rates in line with other nearby resorts

Projected net profit between MVR 19 million and MVR 22 million

Anticipated profit margin of between 40 and 50 percent
