Inguraidhoo MP Ibrahim Falaah, leader of the ruling PNC parliamentary group, on Monday called for an amendment to the parliamentary rules of procedure. He proposed that a vote on a resolution should take place before any debate begins.
Falaah made the statement during the debate on a resolution presented by MDP MP Ahmed Shamheed regarding the MMA’s attempts to print money to purchase land in Hulhumale. He criticised the opposition for attempting to use parliamentary time inefficiently by introducing resolutions that he claimed were not productive.
Presenting his proposal as his own, Falaah stated that such a change would prevent the parliament from wasting time on resolutions that may not have a substantive outcome in the future.
He suggested that resolutions should be treated similarly to emergency motions, where a vote is held before any debate is initiated. Falaah emphasised the importance of this change, noting that MPs should focus on issues directly relevant to their constituencies.
Under current parliamentary rules, resolutions are handled in the same manner as bills. However, emergency motions are debated only after a vote by the members.
