According to the Ministry, the aim is to ensure an equitable process for guest appointments across schools. The new guidelines apply to key school events and outline the roles of both the Ministry and school leadership in nominating and appointing guests.
Under the rules, the Ministry will directly appoint guests of honour for major ceremonies, including:

The annual awards ceremony

Annual day celebrations involving community participation

Milestone anniversaries of schools — 10th, 25th, 50th, and 75th
Other events will be managed by school principals, including:

Selection and graduation ceremonies

Annual day ceremonies, which can be hosted by the principal or a person selected in consultation with the Ministry

Special assemblies, extracurricular programmes, and school-level competitions, which may be hosted by the principal, another school principal, or a professional in the relevant field
The regulations also outline eligibility criteria for guest speakers. According to the Ministry, a guest must be accepted by the community, serve as a positive example for students, and deliver content suitable for the students’ age group.

No history of criminal charges or ongoing investigations

Must not have served a criminal sentence
