Chinese company awarded 12.3km Addu Link Road upgrade project

The government has awarded the redevelopment of Addu City’s Link Road to China-based Rotime Engineering and Technology Co Ltd, with the 12.3-kilometre section of road to be expanded to four lanes.
The Ministry of Construction, Housing and Infrastructure signed the agreement with the company on Thursday.
Housing Minister Dr Abdulla Muththalib signed the agreement on behalf of the government, while Rotime Engineering and Technology Managing Director Zhu Weidong signed on behalf of the company.
According to a statement issued by the ministry, the project will upgrade the Link Road from the Detour Bridge to Hithadhoo Stadium, covering a total distance of 12.3 kilometres.
The road will be expanded to four lanes under the project.
The ministry did not disclose the cost of the project or the timeframe for completion in its statement.
The contract follows the government’s decision to reassign the Addu road development project from the Road Development Corporation (RDC). The project had been awarded to RDC in April 2025 at a cost of MVR 829 million, but the company had not begun physical work more than a year later. Earlier this month, Muththalib said the project would be handed to a new contractor under a contractor-financing arrangement.
The government had said physical work on the Link Road upgrade was expected to begin before the end of October.
The Link Road has deteriorated over the years, with potholes and damaged sections becoming a longstanding concern for residents. Recent heavy rainfall further worsened conditions, prompting Addu City Council earlier this month to advise residents to avoid using the road unless necessary.
Rotime Engineering and Technology was also awarded road development work in Hulhumalé last year.
The Hulhumalé Development Corporation did not disclose the value of that contract at the time. Media reports, however, placed the cost at MVR 90 million, which led to criticism over the price.
The Hulhumalé project covered five unfinished roads in Phase I and a road near the Vinares flats in Phase II, with a combined length of 1.1 kilometres. The work was contracted for completion within six months.
