President appoints 3 new members to commission on woman's fall

Public dissatisfaction with the investigation intensified, with the names of those who attended the gathering made public and their passports confiscated.

President Mohamed Muizzu on Monday appointed three additional members to the Presidential Commission investigating the fall of Hawwa Yumnu Rasheed from the ninth floor of H. Fentenoy onto the rooftop of H. Mitaz on April 18.

The President had earlier established the commission through a decree issued on Saturday night to conduct an independent review of the police investigation into the incident. Following the resignation of orthopaedic specialist Dr Mohamed Habeeb, President Muizzu on Monday appointed three new members.

The newly appointed members are:

  • Dr Moosa Murad (Internal Medicine Doctor, Indira Gandhi Memorial Hospital)

  • Jabeen Mohamed (Senior Nurse at Hulhumale Hospital)

  • Aminath Eenas (former President of the Human Rights Commission of Maldives)

The commission now comprises the following members:

  • Dr Mohamed Munawwar (former Attorney General)

  • Brigadier General (retd) Ahmed Mohamed

  • Dr Moosa Murad

  • Jabeen Mohamed

  • Aminath Eenas

According to the President’s resolution, the commission was tasked with conducting an independent and credible investigation into the fall of a woman found on the roof of a house in Malé in April. The commission is also mandated to:

  • Establish the facts surrounding the incident

  • Review the actions taken by relevant institutions

  • Recommend necessary steps regarding the matter

  • Conduct the investigation ensuring fairness

The Presidential Decree grants the commission several powers, including:

  • Seeking the assistance of all state institutions and other parties for investigations

  • Engaging foreign authorities and experts for assistance

  • Exercising the powers of a law enforcement agency under the Criminal Procedure Act

  • Applying for court orders related to arrest warrants and criminal investigations

  • Summoning individuals deemed necessary, questioning them, obtaining necessary documents, and directing submissions

  • Accessing findings and evidence from any previous investigations conducted by other parties

The formation of the commission follows rising public concern after it was reported that Hawwa Yumnu Rasheed had attended a gathering at a building owned by Transport Minister Mohamed Ameen prior to her fall. It was later revealed that two individuals present at the gathering had connections to senior government positions.

Public dissatisfaction with the investigation intensified, with the names of those who attended the gathering made public and their passports confiscated. Groups of youths have continued to gather near the police’s criminal investigations department in protest.
