Free speech within Islamic bounds; wider expression abroad: President

President Mohamed Muizzu said on Friday that freedom of expression in the Maldives will be allowed only within the limits set by Islamic principles, and those wishing to express views outside those boundaries “will have to go abroad.”

The President made the remarks at a PNC rally held at Artificial Beach to mark two years of the current administration. His comments came amid concerns raised by several Maldivian and foreign associations, as well as embassies, regarding a new law that regulates the media.

President Muizzu said the Maldivian public does not want unrestricted expression beyond Islamic Shariah. “There will be freedom of expression, but within Islamic limits. If you want to express yourself outside those limits, you have to go to another country. It does not matter how many statements are issued by foreign parties,” he said.

He said Islamic Shariah provides the strongest protection for personal reputation, a right that must be upheld equally for all. “Everyone has a reputation and dignity. This government will not allow that dignity to be harmed,” he said.

The President said the government would continue to expand public rights. He noted that previously, the Carnival area had been the only location designated for unauthorised gatherings. He added that the size of the turnout at the PNC rally showed public support for the government.

His comments come as journalists express concern that the new media regulation system would be overseen by a commission appointed by the government-controlled Parliament. Media workers and civil society groups have called instead for independent regulation by a council elected solely by the media sector. Their concerns do not relate to expression outside Islamic limits, they said.
