Fazeel, 11 others charged over false land claims under Binveriya

Fazeel is the elder brother of Ibrahim Fazul Rasheed, who was serving as Managing Director of HDC at the time the issue emerged.

Criminal charges were filed on Sunday against Mohamed Fazeel Rasheed, the former Deputy Managing Director of Maldives Water and Sewerage Company, and several other individuals in connection with the alleged submission of forged documents to obtain land plots under the Binveriya housing scheme.

In a statement, the Prosecutor General's Office said the case concerns individuals who did not receive land under the scheme but are accused of creating and submitting false agreements and land registries to the Housing Development Corporation to appear as eligible beneficiaries.

Fazeel is the elder brother of Ibrahim Fazul Rasheed, who was serving as Managing Director of HDC at the time the issue emerged. According to the PG Office, Fazeel is charged with knowingly submitting forged documents.

The charges have been filed under Section 310(a) of the Penal Code. The PG Office said Fazeel is accused of submitting forged land registries and agreements to HDC to obtain permits to construct boundary walls, while falsely claiming ownership of land plots in Hulhumalé under the Binveriya scheme.

Several other individuals have also been charged with the same offence. They are:

  • Mariyam Saee, Hazaarumaage, S. Hithadhoo

  • Eema Waheed, Dhil/Doodigan, Fuvahmulah

  • Aishath Mauroofa, Dhaftharu No. RS.9044

  • Mohamed Adam, Hulhumalé Flat 46-G-02

  • Abdul Majeed Mahir, Jameela, HA. Dhidhdhoo

  • Hussain Zahir Zain, M. West Coast

  • Ashhad Ali, M. Falhumatheege

  • Ahmed Ali, M. Falhumatheege

In addition, Arshad Ali of M. Falhumatheege has been charged with aiding and abetting the creation of forged documents. The PG Office said he is accused of working with Ahmed Mazin of Daisymage, N. Velidhoo, who was involved in processing Binveriya scheme applications, to produce false land registries and agreements that represented individuals as landowners.

The PG Office has also filed charges against two individuals for the offence of creating forged documents:

  • Ahmed Atheeg Abdullah, G. Poolbaharuaage

  • Ahmed Mazin, Daisymage, N. Velidhoo

According to the prosecution, both individuals were involved in processing applications under the Binveriya land scheme in Hulhumalé and Gulhifalhu, and are accused of forging land registries and agreements to misrepresent land ownership.

The PG Office said that as the case includes allegations of corruption, those aspects are being investigated separately by the Anti-Corruption Commission. It said a decision on further charges related to corruption will be made after the ACC completes its investigation.
