The case, which came to light following an incident in July, involved a man being lured to a residence, stripped naked and threatened with a knife.

The minister said that if it is found that foreigners are being employed illegally or exploited, action will be taken against the locals.

Levy said clients "often paid a monthly fee to be part of this illicit club."
