
LGA suspends Thinadhoo mayor, deputy after probe
The investigation focused on matters including the council’s failure to comply with instructions from state agencies.
The Local Government Authority (LGA) has suspended Gaafu Dhaalu Thinadhoo Mayor Saud Ali and Deputy Mayor Nasrulla Ali without pay, citing multiple violations of laws and regulations governing local councils.
The decision was announced at a press conference on Wednesday following a board meeting of the LGA. The suspension is based on the findings of an investigation report compiled by LGA Director Abdulla Rasheed, which outlined 19 issues related to the conduct of the Thinadhoo City Council.
The investigation focused on matters including the council’s failure to comply with instructions from state agencies, unauthorised financial practices, and the misuse of council powers and resources.
Key issues highlighted in the report include:

Imposition of a MVR 5,000 fee for transferring residence from Thinadhoo to other islands, despite an order from the LGA to stop the practice.

Non-cooperation with the Atoll Council and other government agencies.

Granting allowances to the bid and bid evaluation committees without approval from the Ministry of Finance.

Failure to cooperate with an Anti-Corruption Commission investigation.

Council officials using social media to discredit the council.

Allocation of 200 housing units without consultation with the Ministry of Housing and ignoring directives to halt the process.

Allegations that proceeds from a monument project were deposited into a private account registered in the mayor's name.
The report also noted that council members had received salary and allowances prior to Thinadhoo obtaining city council status. Other concerns included hiring staff without public announcement, splitting procurements in violation of the Finance Act, and the procurement of a launcher allegedly for the benefit of an individual.
Additional issues raised involved council member Abdulla Zaleef Mohamed, who was found to have an outstanding debt, and Women's Development Committee Chairperson Jiza Hassan, who received allowances for attending meetings online.
LGA Executive Director Shafiu said the council had failed to meet its obligations under the Local Government Act and that some violations had been repeated. Mayor Saud has been suspended for three months, while Deputy Mayor Nasrulla was suspended for one month. Both suspensions are without salary or allowances.
Four other council members were advised and instructed to repay additional salaries within two months. These members are:

The LGA has also advised Jiza Hassan to return allowances and funds received by the Women's Development Committee.
The LGA stated that the actions were taken to ensure compliance with the Local Government Act and other governing regulations.
