The Democrats have pledged to treat substance addiction through the primary healthcare system to address the country's drug problem.
The Democrats' presidential candidate, Hulhudhoo MP Ilyas Labeeb, announced pledges under the 'Drug Safety' policy at a rally held at Ruhgandu 1 in Hulhumale on Sunday:

Recognise that drug addiction is a disease that requires treatment and align laws, policies and activities accordingly

Integrate all drug treatment activities into the primary healthcare system

The law should provide for the composition of the National Drug Agency (NDA) to ensure the participation of councils, private associations, sectoral experts and other stakeholders

The law should ensure that judges, investigating officers and their staff are trained and experienced to recognise the effects of substance abuse

Amend the law so that judgments in substance abuse cases are required to be based on technical advice and require the NDCC and NDA to ensure that the treatment process is also conducted in accordance with technical advice

Establishment of services and facilities for women and children in remand centres, prisons and treatment centres with trained staff in all parts of Maldives

Establish health-cafes with adequate human resources to provide all levels of treatment for drug addiction and reintegration into family and society

To streamline the legal system and issue licenses to foreign entities, associations and the private sector with technical competence in drug treatment

To ensure the participation of councils in the operation of treatment centres established in different parts of Maldives and in the formulation and implementation of programs that will ensure greater participation of the community in all stages of treatment provided by them

Introduce a program to provide employment and work opportunities to those who complete the treatment stages and enter the reintegration phase

Establish a system where investigative and enforcement agencies can work together to close the gates of drugs entering Maldives and stop their trafficking and distribution networks

Establish a system of transparent disposal of seized drugs and establish an enforcement board including interconnected agencies through an arrangement that determines the time required and enables surveillance

Integrate awareness on the importance given by Islam on prevention, medical and scientific findings into the educational system and implement a program targeting teachers and parents to prevent the use of tobacco products by school children

The Democrats candidate Ilyas Labeeb has submitted his candidacy form to the Election Commission (EC) on Sunday. Ilyas' running mate is former STO Managing Director Hussain Amr.
