President seeks approval to extend CSC president’s term

Under current law, CSC members may be reappointed for additional five-year terms with parliamentary approval.

President Mohamed Muizzu has proposed to parliament the extension of Civil Service Commission (CSC) President Mohamed Nasih’s term for another five years.

The term of three commission members, including Nasih, is set to expire next month. Six candidates have been nominated for the vacancies, with the names sent to parliament on Sunday.

The President’s letter, read during Monday’s parliamentary sitting, listed Nasih as the first nominee. Traditionally, parliament has considered nominees in the order of priority submitted by the President.

President’s Priority List of Nominees:

  • 1-

    Mohamed Nasih

  • 2-

    Dr Hussain Faiz

  • 3-

    Dr Dheeba Moosa

  • 4-

    Badhriyya Moosa

  • 5-

    Dr Fathimath Muna

  • 6-

    Aminath Ummukulsoom

The names have now been referred to the Independent Institutions Committee of Parliament for review. Parliament is expected to extend its session through this week, with a decision on three nominees anticipated before recess.

Nasih was previously considered for dismissal early in the administration when the ruling coalition held a supermajority in parliament. However, the move was later abandoned, and he now remains in post.

As CSC chairperson, Nasih also serves as a member of the Judicial Service Commission (JSC), which holds oversight over judicial conduct.

The other two CSC members whose terms are ending alongside Nasih are Mohamed Farsath and Fathimath Shareef. All three were appointed on 3 September 2020 for five-year terms.

Under current law, CSC members may be reappointed for additional five-year terms with parliamentary approval.
