Consultants sought for design, master planning of Rasmale

According to the Ministry, the master plan will serve as a strategic framework for the long-term development of Rasmale.

The Ministry of Finance and Planning has invited bids from consultants for the design and preparation of a detailed master plan for the Rasmale project, which is being developed as an eco-city in Fushidhiggaru Falhu lagoon.

In an announcement on Sunday, the Ministry said the consultancy will focus on developing an environmentally sustainable and economically viable master plan that aligns with the principles of the Climate Risk Adaptive Island Planning Model.

According to the Ministry, the master plan will serve as a strategic framework for the long-term development of Rasmale, addressing climate-related challenges while supporting urban growth.

Interested parties have been invited to submit expressions of interest, including technical and financial details, by Tuesday, 14 October. The consultant will be selected through the quality and cost-based selection method under the State Finance Rules, and shortlisted applicants will later be invited to submit detailed proposals.

The Rasmale dredging work commenced on 18 December last year. During the inauguration, President Mohamed Muizzu said the island would be developed with elevated terrain — two metres at the edges and three metres at the centre — to enhance climate resilience.

The President described the project as part of a long-term plan to address housing needs in the Greater Malé region. Key features announced include:

  • Establishing an airstrip near the city, connected to Rasmale by a bridge.

  • Developing 65,000 housing units, including both land plots and apartments.

  • Positioning Rasmale as the “Maldives Eco City” for global promotion.

  • Operating a high-speed ferry network with wave-resistant technology.

  • Implementing environmentally sustainable energy and transport systems.

President Muizzu said the project aims to provide a lasting solution to the housing shortage in Malé while supporting job creation and economic activity within the new city.
