Hulhumale lagoon reclamation illegal: Mayor

Male mayor Dr Mohamed Muizz expressed concern on Thursday saying said that the government's proposal to reclaim land from the Hulhumale lagoon to award land plots for Male natives is illegal.

Atoll Times has learnt that the lagoon of second phase is prepped and ready for land allotment in Hulhumale and administrative preparations are underway.

Reliable sources told Atoll Times on Wednesday that Urbanco was doing the administrative work that was required to be done before the master plan was changed drastically to reclaim the lagoon area of Hulhumale Phase 2.

According to sources, the land reclamation will be carried out by the China Communications Construction Company (CCCC), which also built the Sinamale Bridge.

In a tweet, the mayor said that if the news of the Hulhumale lagoon reclamation is true, there are certain things that need to be noted. In the tweet, he also included documents showing the jurisdiction of Urbanco and the council.

Muizz pointed out:

  • Adding land to the city's land is good if it facilitates the basic needs like people's housing, but it should be done in accordance with norms and regulations, just like any other matter

  • The area earmarked for reclamation is not part of the area registered to Urbanco

  • The lagoon area is under the council's jurisdiction

  • This project violates Hulhumale masterplan such a big thing should not be done without planning and ensuring that all the changes required to the masterplan are done in accordance with international standards, local laws, regulations and standards

  • This is in violation of the decentralisation act and is being implemented without any consultation with the civic body

  • Upholding the rule of law in a democracy is a fundamental feature that can always be guaranteed to protect the rights of the people and the state

"We urge to amend the plan of the lagoon which is within the jurisdiction of Male City Council and not in Urbanco's registry, which then is done in violation of Hulhumale masterplan, without consulting the council and seeking public opinion and consultation in accordance with the law," Muizz said.

"If done right, the Male City Council will continue to extend its full support to all efforts to provide housing and other benefits to the people living in Male".
