Male council to hire 40K consultant to 'stabilise' HR

Nareesh said the council board should also know how the employee was cut or the reason for the decision to terminate.

The Male City Council has approved the appointment of a special consultant to improve the running of the Human Resource (HR) department.

Mayor Adam Azim moved the matter at Thursday's council meeting. His proposal was supported by council members who shared many complaints about the HR department.

The meeting approved the appointment of a consultant with a monthly salary of MVR 40,000 to solve the problems in the HR department.

Speaking about the problems in the HR department, Azim said:

  • HR is the most important department to develop a place. The HR department has proven to be the most problematic since he took office

  • The council had a ‘slow HR department' without any structure

  • Azim stressed the importance of having efficient staff there

“There is no real HR work in HR here. There are issues with the handling of attendance.So there are issues where [employees] are here and without looking into the issue, there are pay cuts made. Now when someone's salary is being cut, the in-charge should be asked to see if the employee attended or not. Then there are times when the systems don't work well either,” he said, adding that some employees are laid off without even informing him, the Mayor.

Maafannu Central Constituency Member, Deputy Mayor Ahmed Nareesh spoke in support of the Mayor. He said the HR committee decides to cut some employees and there is no prior documentation of the issue like written warnings.

Nareesh said the council board should also know how the employee was cut or the reason for the decision to terminate.

"So we need people that can be made and will be accountable as the heads [of HR]. Otherwise we will find it very difficult to work with them. In fact, we sometimes now feel like we are inferior even to the HODs here," Naresh said.

Council security unit being strengthened

The meeting also approved the re-employment of specialised employees with experience and training to maintain security in the facilities under the city council.

If outsourced, the security staff at six establishments in the city will cost MVR 200,000.

The details of the expenditure include:

  • Security of Local Market, Buggy Area, Public Restrooms: MVR 70,000 per month

  • MVR 50,000 for security of the travellers market, local market and temporary market

  • MVR 90,000 for security of three pre-schools under the city council

Deputy Mayor Nareesh said he supports the deployment of council employees with the relevant training and experience.

He said:

  • Security is provided by the council's own employees even now

  • But they are neither trained nor experienced in security

  • It would be better if a security unit was created and the employees were given the appropriate skills and training

  • If we outsource, we will have to keep paying money to a third party who would not likely have the skills

"For example, the security at Lonuziyaarai Park is maintained by some of the people on duty at the time. The same is done at the public services section," Nareesh said.

"While they were there, the keys of a heavy vehicle and some equipment were lost. We investigated the matter here. Similarly, Sultan Park and the council's IT section need council employees for security”.

The meeting also approved the installation of CCTVs in places where there is a lack and hiring council staff as security personnel through training.
